Element Scoped View Transitions

Proposed

Element Scoped View Transitions extends same document view transitions (a.k.a document.startViewTransition) to work on element subtrees (i.e. element.startViewTransition). The transition is limited to that subtree. This also allows multiple transitions to run in independent scopes.
